[Q] Smart Lock and No Thanks topic

On the initial set up of Lollipop , when it gives you the option of setting up smart lock, my brother foolishly said no thanks and then when he saw me using this feature, I told him the way to set it up. But when he went to security the feature wasn't present. The initial no thanks has taken it as no thanks forever.
Is there any way to re-enable this feature.
