My phone is unrooted, atm *** RELOCKED *** (Can lock/unlock anytime) and i want fully stock RUU for my phone

I have tried to flash 【RUU】0P9CIMG_A5_UL_K44_DESIRE_SENSE60_HTC_Eu rope_1 .23.401.1【EU】 but it says
1) Signature verify fail
2) Not allowed
+ I haven't found any help on forums and my mind is empty
