How to burn ROM on a new no-contract locked phone topic

I am in the USA and I bought a no-contract phone.
When I try to turn it on and insert my own SIM card from abroad I can't use the phone.
Is there any way to flash it with a new ROM so I will be able to use it with a SIM card from a different operator?
