Modify/disable quick settings panel topic

Hi,

I've a Nexus 5 with Lollipop and root. It is possible to modify that I (or anybody else) can change some settings via the quick settings while the keys are locked?

I mean this: androidcentral DOT COM/look-new-lollipop-quick-settings-panel
